And all that drug money is laundered.

The Justice Department charge sheet against the bank tells us that between 2003 and 2008, Wachovia handled $378.4 billion for Mexican currency exchanges, "the largest violation of the Bank Secrecy Act, an anti-money-laundering law, in U.S. history."
..There is also evidence of direct U.S. military involvement. In June, The Narco News Bulletin reported that "a special operations task force under the command of the Pentagon is currently in place south of the border providing advice and training to the Mexican Army in gathering intelligence, infiltrating and, as needed, taking direct action against narco-trafficking organizations." Advice and training? Always helpful.
It is common practice for the British authorities to set up and operate drugs and money laundering cartels. Without the full cooperation of customs officials and law enforcement agencies it would obviously be extremely risky, and preclusively difficult to import the huge quantities drugs required to sustain the lucrative UK black-market. In Pinal County Arizona, local law enforcement report that Mexican drug cartels have literally taken over a corridor running up to Phoenix, and law enforcement is overwhelmed. This report is from June 14, 2010.

"We are three counties deep. How is it that you see pictures like these, not American with semi and fully automatic rifles. How is that okay?" asked Pinal County Sheriff Paul Babeu. Babeu said he no longer has control over parts of his county. "We are outgunned, we are out manned and we don't have the resources here locally to fight this," he said at a Friday news conference. Five weeks ago Deputy Louie Puroll was ambushed and shot as he tracked six drug smugglers. Sheriff Babeu said the ambush mirrored military tactics.
What a coincidence.

As you probably know, 72 people were massacred the other day in Mexico, and an investigator on the case went missing and was found dead.

The National Terror Alert, of the U.S. Homeland Security indicates they are receiving reports from local media that a Mexico official investigating the bodies of 72 migrants found on a ranch in the northeastern Mexico was killed. The body of the offical was found Friday, August 27, 2010, near a road next to another unidentified person. Two cars exploded outside the ational TV network Televisa studio in Ciudad Victoria. The migrants came from at least four known countries: Honduras, El Salvador, Brazil and Ecuador. The bodys were tied up and blindfolded by a barn when the navy entered the ranch on Tuesday. One victim who was able to escape told officials the migrants been kidnapped by the drug cartel known as the Zetas.
One person survived.

The horrifying massacre of 72 Central and South American immigrants by the hands of Zetas shocked the world. Preliminary investigations, based on testimony by the sole survivor of this attack, report the immigrants were first given the option of paying their ransoms in cash or as cartel slaves. Having no cash and refusing to join Zeta forces, the 58 men and 14 women, were blindfolded and bound before being executed on spot.

A woman, Marisolina, escaped slavery from the Zetas. Actually, they let her go after three months, warning her not to talk about it. She washed the clothes of the butcher.

Still visibly scared, Marisolina recalls that exact moment: "Mockingly, and without any remorse, he told me he was in charge of killing the immigrants who couldn't afford to pay their ransom. He said: Fist I cut them into pieces so they fit into the drums, then I light them on fire, I let them burn until there's nothing left of the little assholes."...No longer able to contain her tears she finally, after several long minutes, continued her story: "I washed, so many times, the blood of those people. As I scrubbed at the blood, pieces of meat fell out. Everything smelled of soot, which to me, was the smell of death."

Note the organization.

Marisolina was held captive for three months by a group that called themselves Los Zetas. In their get togethers and business meetings, she was in charge of serving meals to the leaders."When they were together, I would hear them say Los Zetas was a very respectable organization. Sometimes they took me to a hotel they rented in Coatzacoalcos, it was there I learned to recognize La Compania's, as they called it, chain of command."

The soldiers, she revealed, where those in charge of guarding the immigrants day and night. "Then there were the Alfa. I heard them, many times, speaking to police, immigration officials, and train conductors. They would advise them when large numbers of immigrants were coming on the train, or when they were detained."

Trying to minimize her Salvadoran accent, she recalls the location of at least six butchers, one for each safe house. "Above the butchers were the big bosses, they were the ones who gave the orders of which immigrants to kill."
She manages to stay alive. Look what happens to her after being released.

Long walks and days and nights without eating or sleeping, preceded her denunciation of the Zetas who had held her captive. She didn't want to talk to the police, she trusted no one. She agreed to the assistance offered by the National Commission of Human Rights only after being reminded her testimony could help prevent others from suffering the same.

Clearly this woman was a victim, and terrified, and living under a death sentence from people with no qualms about killing. The National Commission of Human Rights guilts her into testifying....
Unfortunately, Marisolina's nightmare did not end there. The greatest deception came when the Attorney General's office informed them her situation had changed. After reviewing her testimony, they had reasonable suspicion she was part of the Zeta's criminal organization, thus her legal status had changed from that of the victim to the indicted.
And the the Attorney General's office accuses her.

Tough on crime then, are we?

Is the focus on Iran ultimately misplaced? Is Obama going to the US / Mexico border to talk about the Middle East, or is he going to talk about current operations in the Americas? James at the Winter Patriot Community blog explains:

All the noise...and sabre rattling at Iran is serving the double purpose of not only exhausting everybody's psychological strength but also distracting everybody away from the Caribbean. The US is right now in the process of extending it's military control down through Mexico, Central America and the Caribbean to South America and, of course, Venezuela. The US Air Force now has unrestricted access to Mexican air space, for instance.

The most likely excuse for the military intervention in Nicaragua (if it eventuates) will be the “War on Drugs”. It must be remembered that the Pentagon controls the growing and distribution world wide at one stage or another of 90% of the worlds heroin. So the heroin that is coming into the United States and is the reason for the drug wars in Mexico with all it's appalling carnage, is ultimately being provided and controlled by the US military. My estimate is that it is being transported from Afghanistan to Manas Air Base in Kyrgyzstan and from there to Costa Rica where C130 Hercules are a common sight at it's two major airports. There it is likely handed on to criminal/terrorist gangs with political cover to make its bloody way north through Central America and Mexico and into the US causing social destabilisation and political corruption all the way and laying the ground work for military intervention. The US Navy recently moved its Gulf of Mexico fleet to Costa Rica.

These are the fruits of the Bush/Cheney plan to destabilize Mexico in the name of fighting narcotics trafficking. The "Merida Initiative" is a three-year, $1.4 billion aid program which has been implemented in Mexico since June 30, 2008. It is a destabilization program in that it is the exact opposite strategy now being used to pacify Afghanistan and Pakistan, in that it wages war against the troops of the drug cartels and not the leadership itself. In Afghanistan and Pakistan, where we are allegedly trying to pacify the region, American Special Forces are hunting the militant leaders to kill or capture them in their beds, seeking to decapitate the serpent.
In Mexico, they are hacking away at the tail, knowing that a tail can be easily regenerated. By waging war against the cartel's peon armies, they have entered formerly safe enclaves and escalated the acceptable level of violence to unprecedented heights. In their defense, the cartels have waged war just like the Army, using many of the same weapons. The cartels have adopted the strategies and tactics used in Africa and Asia. The fight has been enlarged into a massive dogfight to determine "top dog," while hunting spies within their own ranks and in the communities under their thumbs. This accounts for a large portion of the killings. That's the problem with this approach.

From this US Army analysis (Mexico's Narco-Insurgency and U.S. Counterdrug Policy), you can easily see that our military leaders understood that this approach was destined to fail from its inception. They understood that Mexican violence would spin out of the Army's ability to quell it. Even though the military knew that the violence would one day force military intervention, they allowed the plan to go forward anyway. This can only be understood as the military abdicating its responsibility to not allow American servicemen to be used for immoral purposes, or to support actions that will endanger the homeland. Giving the Mexican Army the training and capability to bring war to Juarez and the other drug-running regions is clearly crossing both of these red lines.

A number of the world’s biggest banks have launched international roadshows promoting the use of the renminbi to corporate customers instead of the dollar for trade deals with China. HSBC, which recently moved its chief executive from London to Hong Kong, and Standard Chartered, are offering discounted transaction fees and other financial incentives to companies that choose to settle trade in the Chinese currency.

“We’re now capable of doing renminbi settlement in many parts of the world,” said Chris Lewis, HSBC’s head of trade for greater China. “All the other major international banks are frantically trying to do the same thing.” HSBC and StanChart are among a slew of global banks – including Citigroup and JPMorgan – holding roadshows across Asia, Europe and the US to promote the renminbi to companies.

Well that's nice. In a recent post, another country heard from, we covered some of the goings on in Algeria. And we saw that in Algeria, the Chinese have been hired to construct some lovely buildings such as the Sheraton in Algiers, conveniently designed in the square and compass style.


 

And also the kiss kiss hug hug relationship between China and Israel, because these two countries apparently have so much in common, being "great ancient civilizations" and all.

Chinese TV made a documentary in twelve episodes, Israel, the land of milk and honey, which will soon be broadcast on CCTV-2, then on the other satellite channels in China.

This documentary was shot in high definition, with a big budget and using the State of Israel. It presents Jewish culture as a beacon of human thought on a par with the Chinese culture.

A private screening was held in Beijing attended by leaders of CCTV and the Embassy of Israel.

4. China would never dump U.S. Treasuries because it would hurt them as much as it hurts us…

The theory that China is somehow fused to the U.S. in a kind of symbiotic seesaw relationship that can never be broken is so ingrained among mainstream American financial analysts it simply will not die, regardless of how much contradictory evidence you show them. It really is like a mental disease which causes MSM pundits to go into involuntary Tourettic convulsions every time you mention the words “Treasury bond dump”. America and China are not conjoined twins, and one can survive without the other. We have covered the China issue over and over again, and I will not rehash all that evidence here. To lay it out simply: China has re-engineered its economy towards consumption and importation rather than relying on exports. The IMF has talked about this on many occasions with apparent excitement:

China has also finalized the ASEAN trading bloc which has combined export markets at least equal to that of the U.S. Meaning, China already has another place to send its exports besides America.
Most importantly, China must increase their currency’s value if their new consumer based system is to survive. Allowing the Yuan to rise sharply in value will revitalize the buying power of the Chinese populace making greater consumption possible. Indeed, China MUST dump their Treasury holdings and pump up the Yuan if they are to hold their economy together. And, the Federal Reserve has given China every reason to turn its back on Treasuries through never ending liquidity injections. This is not to say that a U.S. collapse will not affect them, it would negatively affect the entire world. However, China has positioned itself to survive, and perhaps even thrive with their economic expansions into Africa, and their new financial agreements with Germany.
Finally, the Chinese have been very forthcoming over the past week about plans to drop Treasuries. China has dumped over 7.7% of their U.S. T-Bond holdings since January, including the biggest T-bond dump on record this month. They have openly admitted to a plan to diversify away from the Dollar:

I’m always fascinated by those economists who vehemently deny China will ever turn away from the U.S. Dollar while they are doing so right in plain view. Are MSM analysts simply crazy? I don’t know, but it would explain a lot…
 
Well then. Not only *would* China turn away from the US dollar, but the BANKS are offering INCENTIVES to CORPORATIONS to TURN AWAY FROM THE DOLLAR AND INTO THE RENMINBI. So I guess the banks are down with dumping the dollar, as noted in the above links.

Or am i misunderstanding something here? As my readers know, math and finance are not my forte. However, getting fucked over by the usual suspects I understand pretty well.

'Israel ready to destroy Lebanese Army in four hours'

The US warned Lebanon that if it did not prevent any recurrence of the border-fire incident that occurred earlier this month, the IDF would destroy the Lebanese Armed Forces within four hours, Israel Radio cited a report by Lebanese newspaper A-Liwaa on Friday.

According to the report, Frederick Hoff, assistant to US Middle East Peace Envoy George Mitchell, told Lebanese Army chief of staff Jean Kahwaji that Israel was ready to implement a plan to destroy within four hours all Lebanese military infrastructure, including army bases and offices, should a similar confrontation occur in the future.


IDF Lt.-Col. (res.) Dov Harari, 45, was killed and Capt. (res.) Ezra Lakia was seriously wounded, as well three LAF soldiers and one Lebanese journalist killed, when both sides exchanged fire after IDF soldiers attempted to cut down a tree on the Israeli side of the border.

The IDF had informed the UNIFIL peacekeeping force along the border ahead of time of the intended tree-clearing operation.




UNIFIL later confirmed that the IDF troops were on the Israeli side of the border when the incident occurred, contradicting LAF claims that Lebanese sniper fire directed at the Israeli troops had been justified by an incursion upon Lebanese territory.

Let us go back in the time machine. Penny had covered this tree-cutting incident at the time.

Israel's tree removal provocation and it's planned escalation:

I just came across another interesting little tidbit in the news.   And, I quote-

UN Under-Secretary-General Alain LeRoy told reporters in New York on Aug. 4.
Israel rejected the UN’s offer to cut down the tree, he said.

Why would Israel do that?

Put that together with the fact, that as I had previously mentioned Israel had failed to notify the UN that they were removing the tree when they did.


Along with the fact that Israel had apparently not co-ordinated its gardening expedition with the Lebanese via the UN.

Then remember that this specific area where Israel was removing trees, was immediately disputed by Lebanon when the UN drew the arbitrary blue line

Lebanon had expressed reservations in 2000 when the Blue Line was delineated by the UN


Israel had a number of options regarding the disputed trees.

-Israel could have just left the trees knowing this was a disputed point along the blue line and that the tree was north of their own techinical border. But they didn't!

-Israel could have had the UN remove the trees. But, they didn't!

-Israel could have notified the UN who could have coordinated with the Lebanese, and supervised the tree removal. But, they didn't!

The only conclusion that can be drawn is that Israel was looking to provoke and that the tree removal excuse was a cover for the provocation. They wanted a response and they got it.

Also interesting was the intention by Israel to escalate this provocation into an all out attack.


Press reports on Wednesday said Arab states and Western countries, including Egypt, Jordan, France and the United States, made contacts at the highest levels of israel to prevent the Jewish state from launching a wide-scale military strike against the Lebanese army following the armed clashes last week in southern Lebanon.

French sources told Asharq Alawsat newspaper that the Israeli Defence Minister Ehud Barak told French Foreign Minister Bernard Kouchner in a telephone conversation after the deadly clash in southern Lebanon,Israel was "intending to carry out a major military operation to discipline the Lebanese army and to "retaliate for the killing of a senior Israeli officer."

In other words Israel was looking for a fight.




Here is another take on the border clash between Israel and Lebanon:


Lebanese Information Minister Tareq Mitri said on Wednesday that the trees cut down by Israeli troops which led to deadly border clashes with Israel "were on Lebanese soil," contradicting a statement by the UN peacekeeping force saying the trees were on the Israeli side of the shared border.

"The trees were south of the Blue Line, but in Lebanese lands," Mitri told a press conference in Beirut, noting "the Blue Line is not the international border, and Lebanon always has its reservations about it. Yet, Lebanon has always respected the line. "


"The Israeli forces acted without coordination with the UNIFIL, which was considered a provocation by the Lebanese army," he said.

...The UNIFIL statement added that the area where the clashes took place was a subject of reservation by the Lebanese government when the Blue Line was drawn.
What this means is... the minute this arbitrary line was drawn Lebanon contested the line.
Israel was surely aware of that, since they raised concerns about other sites, but not this one.


The Israeli government had similar reservations about other sites, the statement noted.

The fact that Israel did not raise concerns about the specific site where the clashes took place indicates to me, they know they had NO legitimate claim to that area.

Therefore the cutting of the tree was a clear provocation by Israel, as was intended.



The US State Department is JOKE.
And Frederick Hoff is a JOKE.
And American Foreign Policy is a JOKE.
And of course, the UN is also a JOKE, as covered in the last post.

And there's ONE reason why.

Absolutely pathetic that this shit goes on and our establishment pretends that this is all perfectly legitimate. When war comes again, we at Twelfth Bough, and our friends and readers, will know who has blood on their hands. It's all the people who manufactured these lies, and/or passed them along as truth, and/or refused to see them. That's a lot of people. Especially all those people who just don't want to know, who bury their heads in the sand and pretend this is all going to magically work out ok.

The Phoenix studies, like many other government reports before and after, urged increased U.S. economic, scientific, and agricultural assistance to the Soviet Union. These recommendations are totally consistent with the long-range "merger" plans admitted to a decade before by Ford Foundation President Rowan Gaither. And both Republican and Democratic administrations have followed the same overall policy ever since. Incredible? Impossible? Couldn't happen here? Many Americans thought so 30 years ago -- before "perestroika," the Persian Gulf War, propaganda about global warming, and other highly publicized developments. But by the fall of 1990, Newsweek magazine would be reporting on the emerging reality of "Superpowers as Superpartners" and "a new order... the United States and the Soviet Union, united for crisis management around the globe."(35) [Emphasis added]

In a seeming tipping of his hat to Bloomfield, President Bush would state in his official August 1991 report, NATIONAL SECURITY STRATEGY OF THE UNITED STATES: "I hope history will record that the Gulf crisis was the crucible of the new world order."(36)

August 23, 2010: Rebels commit 200 rapes in Congo despite UN troop presence

Citing a statement from an aid worker in the Congo, an August 23 MSNBC report revealed that rebels in eastern Congo gang-raped nearly 200 women and some young boys during a four-day period between July 30 and August 3. The rapes took place only a few miles from a UN peacekeepers' base.
The aid worker was identified as Will F. Cragin of the International Medical Corps, who told the Associated Press by telephone that rebels had occupied Luvungi town the day after an attack that began on July 30.
Cragin said that his organization was only able to go into the town that is 10 miles from a UN military camp after rebels withdrew voluntarily on August 4. He said there was no fighting and no deaths, but "lots of pillaging and the systematic raping of women" by between 200 and 400 rebels. "Many women said they were raped in their homes in front of their children and husbands," Cragin said, adding that others were dragged into the nearby forest to be assaulted.

He said international and local health workers have treated 179 women, but that the number of rape victims could be much higher. Cragin said his aid group has been going back to the town and identifying more cases.
More than three weeks after the spree, the UN mission has issued no statement about the atrocities and said it is still investigating.

An August 23 report from Reuters News service identified the attackers as Rwandan Hutu FDLR insurgents and Mai Mai militia. ... The New York Times report on August 23 provided more information about FDLR (Democratic Forces for the Liberation of Rwanda), the group blamed for the attacks, stating that it was “an ethnic Hutu rebel group that has been terrorizing the hills of eastern Congo for years, preying on villages in a quest for the natural resources beneath them.”

Another terrorist group miraculously preying on innocent people "for year" under the noses of the authorities? Looking for natural resources under the ground? Really? Coming into town by the hundreds for an undisturbed four day stay of gang raping the women and children? After which the "rebels" will bring in their heavy mining equipment owned by corporations to extract such natural resources?

Des Forges was quoted in the Post criticizing a deal worked out and signed in Goma, DRC, on Dec. 5, 2008, between Kagame and Kabila that permits Rwandan troops to legally enter the DRC to ostensibly clean out elements of the Rwandan Hutu militia – the Democratic Liberation Forces of Rwanda (FDLR) – operating in the country. However, the FDLR is seen by both Rwanda and the DRC as a spent force that is an internal DRC problem and not a threat to Rwanda.
In return for allowing Rwandan troops into the DRC, Rwanda “arrested” its Tutsi proxy rebel general, Gen. Laurent Nkunda, after he fled the eastern DRC into Rwanda....WMR’s sources in Africa report that Nkunda is not under real arrest in Rwanda because he is not in jail. In addition, Rwanda is ignoring repeated extradition requests from the DRC for Nkunda to be returned, but it appears that these requests are merely “window dressing” attempts by Kabila’s government to show that it is interested in putting the rebel general on trial. Nkunda, a self-declared Christian preacher, is linked to a shadowy U.S.-based Pentecostal group called the “Rebels for Christ.” Nkunda is also an open admirer of George W. Bush.

...Des Forges questioned the Rwandan-DRC pact in her interview with the Post. She said, “Is the FDLR now suddenly on the verge of becoming more militarily powerful? I don’t think we’ve seen that … And if they haven’t, then what you have is Rwanda trotting out an old warhorse of an excuse to go in again. The question is, what is the intent?”
Des Forges obviously knew the answer. With U.S. military forces of the U.S. Africa Command (AFRICOM) now backing a joint Ugandan-DRC offensive in the northeastern DRC to wipe out the Lord’s Resistance Army (LRA), with hundreds of civilian casualties in the DRC and Uganda, and a secret pact worked out between Kabila and Kagame to permit Rwandan troops to occupy the eastern DRC, the target of both operations is securing the vast territory that is rich in commodities that the United States, Britain and Israel – all allies of Uganda and Rwanda – want badly. Those commodities are gold, diamonds, columbite-tantalite (coltan), platinum and natural gas.

The Congo possesses 64% of the world's coltan supply.

Coltan is short for Columbite-tantalite - a black tar-like mineral found in major quantities in the Congo. The Congo possesses 64 percent of the world's coltan. When coltan is refined it becomes a heat resistant powder that can hold a high electric charge. The properties of refined coltan is a vital element in creating devices that store energy or capacitors, which are used in a vast array of small electronic devices, especially in mobile phones, laptop computers, pagers, and other electronic devices.


...Although the countries mentioned above directly exploit coltan, foreign multi-national corporations have been deeply involved in the exploitation of coltan in the Congo. The coltan mined by rebels and foreign forces is sold to foreign corporations. Although, the United Nations in its reports on the Congo do not directly blame the multi-national corporations for the conflict in the Congo, the United Nations does say that these companies serve as "the engine of the conflict in the DRC."

Three $100 million air base expansions in southern and northern Afghanistan illustrate Pentagon plans to continue building multimillion-dollar facilities in that country to support increased U.S. military operations well into the future.

So not really exactly "drawing down" then. More like "ramping up".... AIR BASES! More airplanes. In and out they go.

As we all know because it's perfectly obvious, airplanes are really great for transporting things.

What is going *in* on the airplanes? Supplies for our troops, presumably. Everything must be brought in because there is no economy to speak of in Afghanistan, since it has been destroyed by decades of war.

And what is coming *out* on all these airplanes? Perhaps the only thing that the Afghan economy does produce?

Over the past year, a series of contact groups from the U.S. and Russia have ramped up intelligence-sharing to combat the flow of narcotics from Afghanistan, [wink wink wink!] the source of about 90% of the world’s heroin. In a June 9 op-ed in the Moscow newspaper Izvestia, Richard Holbrooke, the U.S. special envoy to Afghanistan, highlighted Russian contributions at length, hailing them as a major step forward in bilateral relations. But while Russia’s intelligence assets in ex-Soviet republics may have a modest impact on combating the trade, myriad other transit routes through Iran and Pakistan will complicate the efforts to curtail the supply line.

But what about our leaders? What about Obama? This is an interesting interview.

I believe with Obama there is nobody home. He is a ghost. He doesn’t do anything. He is a Manshurian Candidate, he is a robot, he is nothing. He has done nothing, he is doing nothing, he will never do anything. Obama is just waiting to get a job at Goldman Sachs or JP Morgan in three or four years time and that’s it. Well we might quibble with that a bit. It's not that Obama does *nothing* exactly, it's that Obama does what he's told. That's why he has czars and minders.



As for Putin, he seems to be a master at the strategy of tension. I don't think he has minders. But this is telling, and not good:

March 2, 2010: Moscow Times: 'Russian Mafia' abroad now 300,000 strong, journal says

VIENNA — After avoiding any use of the term “Russian mafia” in the last few years, law enforcement personnel in Europe and elsewhere are now speaking about it again, noting that it includes “up to 300,000 people” and dominates the criminal world in many countries around the world, according to a Moscow investigative journalist.
In Monday's Versiya, Ruslan Gorevoy says law enforcement personnel in many countries — including Spain, Greece, Hungary, Italy, France, Mexico “and even the United States” — have been surprised by how “confidently” criminal groups consisting of people from the former Soviet Union now dominate their national criminal worlds.
Note that Interpol doesn't bother to keep appropriate statistics. How convenient is that?

...Interpol, the international police agency, does not maintain the kind of files that allow for an even approximate assessment of the number of Russian criminals operating abroad. But last year, the National Prosecutor of Italy concluded that there are “up to 300,000” criminals from Russia operating in other countries.

One of the largest or at least most profitable activities of Russian criminals abroad, the Italians said, is money laundering, with the Russian mafia “laundering” funds in the United States, Marianas and Guam. In addition, they added, Russian criminals are charging Mexican drug lords 30 percent for laundering drug profits from sales in the United States.


...The Munich paper’s Rudolph Himelli said that “Russian mafiosi are better organized and permit themselves to commit the boldest crimes, remaining in practice unpunished,” crimes that are “of a completely different order of magnitude than those committed by Turkish immigrants or criminals from countries in Eastern Europe,” including illegal arms sales to Libya and Iraq.

To discern not conflate:
Vladimir Zhirinovsky, the flamboyant head of the Liberal Democratic Party of Russia and vice speaker of the Duma, says that none of this information justifies any suggestion that there is a Russian mafia operating abroad let alone implying that Moscow is somehow responsible for it.
“Yes,” Zhirinovsky acknowledges, “people from the republics of the former USSR really occupy an important position in the international criminal community, and in recent years this position can even be called a dominant one. But here is one ‘but’: Many of these people already have been living abroad for a long time” and have exchanged Russian passports for foreign ones.
Consequently, he continues, they are now “more the representatives of Western and not our culture.” Indeed, the LDPR leader insists, “the fact that these people left Russia may testify only that our law enforcement organs do not allow them to make their way” in their homeland, while the police in other countries are not as successful.

Who wants the Merchant of Death? Well the United States of America does. I suppose they want to hold him responsible for some things.

Victor Bout studied at the Soviet Military Institute for Foreign Languages and speaks six languages.  He allegedly worked as a military translator and got involved in arms dealing in the 1990s.

BAE Systems is a huge defense contracting company registered in the UK and serving seven home markets: Australia, India, Saudi Arabia, South Africa, Sweden, UK and the US. BAE Systems, Inc. is headquartered in Rockville, Maryland and handles relationships with the DoD. BAE Systems trains and employs people for the US Army's Human Terrain System (HTS) out of Leavenworth, Kansas.
HTS provides Human Terrain Teams (HTT) and Human Terrain Analysis Teams (HTAT) to augment deployed combat troops in Iraq and Afghanistan. The idea is to embed social scientists into combat brigades, and these anthropologists will help the military get on better with the local populations. Weinberg is a former senior partner with Goldman Sachs, and the son and grandson of prominent Goldman Sachs bankers.


Well, so not such a short detour after all. Anyway, I think we can see that there is a small possibility that a company like BAE might need some plausible deniability from time to time. THEORETICALLY of course.

Let's go back to the Asia Sentinel story:

"One thing is for sure, the last thing Russia wants is Bout on American soil, spilling his guts after getting a taste of American justice meted out in a federal courthouse," said Michael A. Braun who, as chief of operations in 2007 for the U.S. Drug Enforcement Administration (DEA), was asked by the U.S. National Security Council to finally bring Bout to trial after chasing him since President Clinton's administration.

It may well be the last thing other countries want as well. He has been implicated in trafficking former Eastern bloc weaponry, particularly from Bulgaria and Romania, to 17 African countries, according to a report by Amnesty International, as well as to the Taliban in Afghanistan and Abu Sayyaf in the Philippines. And, according to the report, while many gun runners could deliver small arms, Bout allegedly was able to deliver major weapons systems, an indication that he was probably working with governments.

"There are countless private arms dealers around the world, often operating at 'deniable' arms length from states happy to see their wares introduced to conflicts and to support often unsavoury allies few western politicians would wish to have their names linked to but whose actions are deemed as vital for anything between strategic national interest to short term expediency," the independent security consultant said.

As an example, Bout was arrested in a Bangkok luxury hotel during the DEA sting for allegedly planning to sell weapons to Revolutionary Armed Forces of Colombia (FARC) guerrillas. He was allegedly offering the AT-4 Spigot, a wire-guided Russian missile system that has a maximum range of 2,000-2,500 meters and can penetrate up to 400-460mm of armor, depending on the type of missile used, an indication of the sophistication of weapons that Bout was able to offer, as well as 100 shoulder-fired, surface-to-air missiles, which could shoot down military and commercial planes.

After a lower Bangkok court rejected the first U.S. request for extradition in August 2009, New York prosecutors bolstered their request in February by adding allegations of money laundering and wire fraud conspiracy. Those newer, seemingly more incriminating charges possibly indicate the main strategy prosecutors will pursue during Bout's trial in New York.

The newer indictment alleges that Bout and his Syrian-American partner Richard Ammar Chichakli wired about $1.7 million through banks in the U.S. to buy two Boeing airplanes in America. Chichakli, who served in the US Army, is a Syrian-born US citizen, also known as Robert Cunning and Raman Cedorov.

Chichakli escaped arrest and may be in Russia after the US Treasury Department seized his assets.

The newest indictment said prosecutors would seek to seize Bout's alleged accounts at Wachovia, the International Bank of Commerce, Deutsche Bank, and the Israel Discount Bank of New York, according to the New York Daily News.

As you probably know, the "Russian Mafia" has a very strong presence in countries like Bulgaria and Romania, the source countries for at least some of Bout's alleged weapons.
