Here's my little theory. It's not scientific, it's just my feeling about how these various pieces fit together. Dr. Ott says the bird flu virus has always existed among bird populations and has not ever been a problem to humans. But when the bird populations get stressed by environmental factors like pollution and toxins, for example, the flu can mutate and become dangerous to the birds, culling their populations until balance is achieved.
