It's appalling.
But for me, this picture says it all - the look of utterly smug self-satisfaction on this punk. He discharged his load of pent up rage, and he will obviously get away with it. Does he look at all worried to be in the clutches of a police officer? He certainly does not. Whatever inconvenience he has to put up with, and it will be minor and brief, is a small price to pay for the swagger he now enjoys.
