no room for error means plenty of room for terror

Over at Winter Patriot Community Blog, McJ has got a post up about the Missouri River flooding and the Fort Calhoun nuclear plant.

McJ's post goes into a lot of detail about the discrepancies surrounding the fire event at the plant. There are MANY discrepancies to consider, and we will not go into that so please click over and read the post and comments.

Today we see some attempt at message control coming from the authorities, including a bit of hand-wringing and aspersions cast in the way of "some internet bloggers". Hmm. As we all know by now, authorities have never been known to lie or downplay bad situations, or cover things up or anything like that, so everyone should calm down because there is NOTHING to worry about.... ? The plant only APPEARS to be surrounded by flood waters. In "reality," the plant has an "aqua berm" to protect it from the Missouri River. What is an "aqua berm?" Well, it APPEARS to be a sort of sandbag, except instead of sand in smallish bags, it's water in a big plastic bladder.

Make of that what you will. To our mind, looking at the pictures, the plant appears to be surrounded by water because here in reality, the plant is surrounded by water. And the only thing between the river and the plant is what appears to be a big water balloon.

There are a few reasons why we don't find this reassuring. For one thing, Omaha, NE lays downstream of SIX dams. The Missouri River drains water from a huge landmass spanning Montana, Wyoming, Colorado, North Dakota, South Dakota, and Nebraska -- at the bottom. Any sort of event that happens upstream will eventually come to Omaha, and we are thinking those aqua berms just might not be adequate should a catastrophe take place such as a dam breaking. From the USGS website:

The Missouri River drains one–sixth of the United States and flows 2,341 miles from its headwaters at the confluence of the Gallatin, Madison, and Jefferson Rivers at Three Forks, Montana, to its confluence with the Mississippi River at St. Louis, Missouri (U.S. Geological Survey, 2001). One–third of the Missouri River has been transformed into lake environments, due to six dams built in Montana, North Dakota, South Dakota, and Nebraska (U.S. Geological Survey, 2001).
That's a lot of water, even under ordinary circumstances, without even considering the heavy rainfall and melting snow of this year.

Assurances about these dams range from, "The U.S. Army Corps of Engineers has made assurances the dams are safe..." to "The U.S. Army Corps of Engineers has made assurances the dams are safe." Any other questions?

Go here to see the US Army Corps of Engineers data measuring the water situation at the six dams.

More detailed info here showing upstream to downstream flow around the various dams.

And here's a little scenario, "a terrorist scenario," called The Fort Peck Incident, posted in July 2008, by a futurist. It is a work of fiction, a work of his imagination. The author, Futurist Thomas Frey, wrote the scenario in 1998 and has been told the scenario has been routed through all levels of government. He also writes that people at the US Army Corps of Engineers say it's not possible.
The date and time has been carefully chosen. Spring runoff has pushed the dam capacity to near record levels and the 120 minute timer allows plenty of time for the two men to pack all their belonging and disappear before the prescribed detonation time of midnight.

You'll just have to go over and read it. No matter how it might start, whether by Terrorist Sabotage, Human Error, Act of God or Mother Nature, the description of one of these dams breaking would results in massive death. Then throw the nuclear plants on top of that.

Q: Comparisons have been made between what happened to Japanese nuclear power plants and those in Nebraska because of their proximity to the Missouri River. Some people say Cooper Nuclear Station is particularly vulnerable because it has the same basic design as the Japanese reactors. (Note: This question does not apply to OPPD because its reactor is of a different design.)

NPPD: Extremely unlikely. The Midwest is not susceptible to a tsunami. ... Cooper is designed against flooding from the Missouri River, and NPPD is confident the safety systems are in place to respond to a major, natural disaster or crisis event. The accident at Fukushima Daiichi was initiated by two severe natural disasters ... an earthquake measuring 9.0 on the Richter scale (and) ... a tsunami. (SOURCE)
Do we need, specifically, an earthquake and tsunami to create a Fukushima-like disaster? No. Other combinations would result in the same level of catastrophic failure.

We also note, before you go, that the Fort Peck Dam had a deadly collapse in 1938, two weeks after completion, killing eight men.

What caused the dam to slide? To this day, many say the core pool was too deep. Others say the dam was being filled too fast and there was not enough time for the water to drain out. Some blamed the bentonite seams beneath the dam. Soon after the rescue efforts were halted, engineers conducted a battery of complex tests to determine the cause of the slide. Samples were taken from as deep as 300 feet. A board of blue chip consultants was formed to study the problem, and it was their decision that work should continue on the dam.

To this day. TO THIS DAY they don't really know.....???

Regrettable. Also, concerning.

Then we have the small problem of the cozy relationship between the nuclear industry and the nuclear industry regulators, and the consequences of that: WEAKENED SAFETY STANDARDS.

Records show a pattern of plants falling out of compliance. Studies ensue. The studies find the standards overly conservative. Authorities loosen the standards. The plants then come back into compliance. For example, radiation makes concrete brittle. The US Nuclear Regulatory Authority set a "reference temperature" benchmark of 200 degrees Fahrenheit to predict the threshold that the concrete vessel housing radioactive fuel could break apart. The standard today: up to 356 degrees Fahrenheit.

How will brittle concrete walls withstand a deluge of water, should something go wrong with the dams upriver? What is the answer to that question? Don't worry it can't happen?

And do we think the aqua berms will protect the Fort Detrick plant should a dam break? No. They'll be easily breached and probably float away.

Murphy of Murphy's Law was an engineer and his 'law' is not a joke. Quite simply, if something can go wrong, then eventually it will. Simple logic. This logic demands that monitoring of wear and tear be carried out and maintenance performed on schedule. All devices and products will fail at one time or another. Engineering is the study and practice of designing for failure or the management of eventual failure. The nuclear industry has repeatedly found safety standards overly conservative and relaxed them to bring plants into compliance. That does not strike us as good engineering practice, but what do we know.

We know there are two basic modes of failure: controlled failure and catastrophic failure. In catastrophic failure the device or product fails completely and at once. A controlled failure happens over time and can be avoided by scheduled maintenance and repair. The concrete walls, for example, have a known controlled failure issue: radiation makes the concrete increasingly brittle over time. It needs to be replaced before it is too weak to  perform its primary function. Leave it long enough in service and Murphy's Law will ensure a disaster.

Now we have concrete long in service, prone to a catastrophic failure. Concrete is very brittle by nature and is made useful in building design by having steel rods embedded within it which take the bulk of the tension loads and leaving the concrete to deal with the compression loads. But the concrete needs to be able to move to accommodate some tension loads. When it becomes too brittle to cope with the tension loads, it cracks, breaks, and shatters. Catasprophic failure. The very thing no one can afford at nuclear power plants.

We have experts telling us that everything is under control. This is Russian Roulette. The dams have to hold. The weather has to cooperate. The concrete has to hold. The aqua berms have to hold. Notice there is no room for Human Error, Acts of God, Mother Nature, Terrorist Sabotage. The systems are already maxed out.

The records show a pattern. You don't have to be a scientist, or an engineer, or any sort of specialist to see that these PATTERNS of behavior tend to repeat, and these PATTERNS of behavior tend to results in people dying, which is then deemed regrettable. And we have discussed these patterns many, many times, but if we were to pick one post as a reference, we think this one does the trick: getting away with murder.

Then we also have the problem of weather modification. We will turn to A13 for her comprehensive recent post on it: Weather Modification, a covert weapon of mass destruction.

These are the X Wars Technologies, conducting war in secret, in totally deniable ways, under cover of Mother Nature and Acts of God. NOTHING NEW.

1968: Substantial progress within the environmental sciences is slowly overcoming the gap between fact and fiction regarding manipulations of the Earth’s physical environment. As these manipulations become possible, history shows that attempts may be made to use them in support of national ambitions. To consider the consequences of environmental modification in struggles among nations, we need to consider the present state of the subject and how postulated developments in the field could lead, ten to fifty years from now, to weapons systems that would use nature in new and perhaps unexpected ways.
The key to geophysical warfare is the identification of the environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.  Environmental instability is a situation in which nature has stored energy in some part of the Earth or its surroundings far in excess of that which is usual.

To trigger this instability, the required energy might be introduced violently by explosions or gently by small bits of material able to induce rapid changes by acting as catalysts or nucleating agents. The mechanism for energy storage might be the accumulation of strain over hundreds of millions of years in the solid Earth, or the super-cooling of water vapour in the atmosphere by updraughts taking place over a few tens of minutes. Effects of releasing this energy could be world-wide, as in the case of altering climate, or regional, as in the case of locally excited earthquakes or enhanced precipitation. Chapter from Unless Peace Comes by Gordon J. F. MacDonald U.S.A. 1968 [Abridged]

Recent weather modification over Minot, ND, home of US Air Force Global Strike Command.

Minot AFB. Home of the 5th Bomb Wing, "Guardians of the Upper Realm."
And the 91st Missile Wing, "Rough Riders."

Who would dare to modify the weather over the USAF Global Strike Command? The Russians? Al qaeda terrorists? Really? We don't think so. We think the technology is in the hands of our very own heroes.

We certainly hope nothing ELSE goes wrong with these nuclear plants and flooding situation, but frankly, we see a very disturbing pattern. We see a catastrophe waiting to happen. This is not fear mongering. This is looking honestly at the situation and recognizing that one thing going wrong in this situation can trigger a catastrophic failure. We can see this from way over here in New England, even with our right brain handicap. Do the authorities know this? We think they know this DAMN WELL.

The key to geophysical warfare is the identification of the environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy. Environmental instability is a situation in which nature has stored energy in some part of the Earth or its surroundings far in excess of that which is usual. hi guys. i thought i replied to C already... ? something possibly wrong with the comment form FYI.

C, i saw the HPH report yesterday i think and put a link to it over at McJ's post (Winter Patriot Community). i was struck that he mentioned it and pulled it out of all the noise going on. so yeah. i figured at that point to do a little more research and put something together. i was not expecting to find the futurist scenario but that's what happens when you follow your nose.

questioning, it is truly mind staggering, i agree. even after years of watching, i am still occasionally stunned at the scope of their evil and utter disregard for life.

we don't know how this will sort out but as i said to James, the way people like this usually go down is that they tend to step in shit and walk across the living room rug before realizing it, leaving smelly footprints of guilt.

Evil is not neessary as a Challenge. The Truth is Challenge enough.

well said.

Completely off -topic but I was just reading about the Son of Sam killings and Minot became very important to the investigations. One of the alleged shooters John Carr, ex-airforce, 'killed himself'at the base.

Apparently there was a 'satanic' group out there, and looking at the 5th Bomb Wing logo it might be a little more organised than one might at first believe.

A. Peasant said…
hey ferris, that's not off topic at all. Minot and the other military base in Omaha seem to be in the thick of things and yet at the same time, given their location in the US, they are sort of out in the middle of nowhere. how convenient is the way i look at that.

i had never heard of those linkages to son of sam. sounds like good sleuthing for a rainy day.

i thought of you when i posted those logos. "ferris the master of symbology will know what to make of these..." also, just so you know, i think of you whenever i see gabby. haha!

Sorry AP my mistake. I hadn’t read all of the comments at McJ’s place. I’m interested to see what comes out in the next SOTT.

Aferrismoon is that Maury Terry’s book, Ultimate Evil? I read that many years ago and it is still very relevant. The linkage of a satanic cult(s) from New York to Sothern California and many points in between – all tied up to the Process Church. I’ll think I’ll dig it out again to refresh my memory.
aferrismoon said…
Yes Chucky. I got it a month or so ago [ had to order a 2nd-Hand copy] and it links for me to the killings and body dumpings of late on Long Island.

Its across the water from Yonkers. Also Maury Terry has [or had] a summer-residence.

NY-NorthDakota-California - it was the killing of Arlis Perry that linked many separate details together.

The gun that Sons of Sam used was made by Charter Arms, the Bulldog.44. I noticed they have a new rimless revolver which they give the acronym CARR - kinda rhymes with John Carr - yikes!

AP - Mark Kelly has resigned from the Navy and rumours that he might slide into GG's soon-to-be-vacated seat.

Maybe he'll get to be President and meet with the aliens on board one of Branson's uberastroships that will be using the Spaceport in Truth&Consequence, AZ. :)

It is a truly eye opening investigation. It was John Carr’s sister, Wheat, who informed on Berkowitz. All of this was back in the 70’s. The enabling networks have been in place for a long time. I think your linking to current events is highly plausible. All of it in plain sight- what a world.

Check out this picture of Fort Calhoun taken approx. 24 hours ago.

Now, tell me that's not alarming!!

And the Brownlee Levee near the Cooper Nuclear plant broke yesterday.

The Calhoun plant is releasing sewage into the river and oil (from the fire training pit) is leaking into the river at the Cooper plant. Employees have been warned not to touch the flood waters at Calhoun. The Calhoun plant also has spent fuel stored in dry caskets in above ground cement containers. These are located OUTSIDE the aquaberm.

There is so much going on here it is hard to know which way to go with it. :)

Perhaps OT but I'll throw this in seeing as the subject is Minot.

Minot was also the airbase where the two armed 'missing' nukes were 'accidentally' sent to a base in Shreveport, La. There were several mysterious deaths associated with that incident.

"The minute Kelly, 47, announced his retirement from the Navy and NASA Tuesday, the behind-the-scenes speculation that’s been brewing for weeks went public: Will the husband of Rep. Gabrielle Giffords run for office himself?

One of Arizona’s Senate seats is open in 2012, thanks to the retirement of Jon Kyl. Giffords has been polling way ahead of any other Democratic candidate, even amid uncertainty about her recovery. Now the name of her Gulf War vet-turned-astronaut husband is in play."

the behind the scenes speculation that's been brewing for weeks? sounds like it's all a plan. and Jon Kyl? we wrote about him. he's a big BIG ass-kisser for israel.

yah. this is true. and if you go to that flickr photostream and go back two images, you can see the edge of two rings on the radar. it's right there. i have done a screenshot and extended the circles. if a rain event can change everything, and our military can arrange a rain event......

if they can arrange it to rain they can arrange it to be dry. if they don't arrange it to be dry, what is that but stacking the deck for a devastating, murderous catastrophe to take place, and blaming it on mother nature? it is x wars against the american people. no different from what they did to pakistan, except this time right in the "homeland."

I’m not sure if this is a wild goose chase or not. I came across the site of Jim Stone. I had previously read a piece by him on the special Israhelli ‘cameras’ used in the Fukushima reactors. I’m new to his writings but he had a most interesting article.

It is about the reusing of spent fuel rods to the point where they were safe to handle. Apparently this technology was banned by the Executive Order of Pres Carter.

I managed to get a hold of a pdf copy of the Terry’s book. It is 8.5MB when compressed into a ZIP file. I’ll email it over – fingers crossed it arrives.

And here we go...
The flood berm collapsed at Fort Calhoun Nuclear Plant today. There is now water surrounding the main electrical transformer! But there is nothing to worry about here folks cause they've hook up to off site power and there is no water in the reactor building yet. I think I'd be packing my bags if I lived near there.

"OMAHA, Nebraska (AP) — A berm holding the flooded Missouri River back from a Nebraska nuclear power station collapsed early Sunday, but federal regulators said they were monitoring the situation and there was no danger...The federal commission had inspectors at the plant 20 miles (32 kilometers) north of Omaha when the 2,000-foot (600-meter) berm collapsed about 1:30 a.m. Sunday. Water surrounded the auxiliary and containment buildings at the plant, it said in a statement...The berm's collapse didn't affect the reactor shutdown cooling or the spent fuel pool cooling, but the power supply was cut after water surrounded the main electrical transformers, the NRC said. Emergency generators powered the plant until an off-site power supply was connected Sunday afternoon, according to OPPD."

yes, choosing a solution to a critical situation like the water balloon that can only fail catastrophically goes against fundamental safety design principles for any engineer.

It was designed to fail

We are being fed this disaster in instalments. We are being conditioned slowly like the archetypal 'boiling frog'

hi McJ. i was looking at the google stories today about the flood and it's all very consistent that the danger has passed, not to worry, etc. all i could think of was tavistock, the stress and relief cycle.

Breaking News: Flood Wall fails At Fort Calhoun Nuclear Power Plant

A flood wall at the Fort Calhoun Nuclear Power Plant has failed, leading many to speculate as to the consequences.

james said…
thanks for posting the link to JimStone, Chuck.

i had a look and I have a couple of questions.

Why isn't the 85yo scientist identified?

This would add a lot of credibility to the story. If he exists as per the story, then there is more than enough info there for tptb to identify him as the source. So anonymity for personal safety reasons doesn't hold water.

Why isn't France and Germany producing this super cheap energy by using this technology?

They apparently want to buy all this 'spent' fuel from the US to reprocess it using this 'closed loop' technology. At least that is the strong implication in Stone's story.

The question I'd like to ask is, who ok'd the long term storage of all this fuel in short term holding vessels on the reactor site? This would have to be the worst possible choice of site apart from the nursery wards in major hospitals. Oh, wait . . . .
james said…
Ok, I got another question :)

Why would France and Germany offer to pay billions for US spent fuel rods?

There's any amount of countries around the world, apart from themselves, that produce this apocalyptic poison and would pay them to take it off their hands?

As McJ has said at WPC, he doesn't link to anything.
chuckyman said…
Thanks for the feedback James. That was one of my sticking points also ie naming the source.

I did a very quick look as the sodium cooled fast breeder reactors and they seems to be excellent ways to produce Plutonium from Uranium – even the depleted stuff. Definitely not something you want to be handling.

I know that the article mentions the repeated cycling of the fuel rods from standard reactors to the fast breeders to use the more efficiently but I have not the time to track down the fuel decay products and their decay pathlines.

I am a mere lay person when it comes to this stuff – hence my query for comment. The US, France, Germany, Japan, Russia and even India have these reactors. It would be strange if a US Executive Order would prevent them from using this Holy Grail of a closed fuel cycle.

I will chalk this one down to a red herring/wild goose chase. It takes away from the real world slow motion disaster in progress.

I’ll pop over next to McJ’s place. These comment email notifications make me lazy when watching for comment replies (grin).

hi Chuck,
yes you made it clear you were looking for feedback.

i missed the ref to breeder reactors. but all i know about them is that they are dodgy. I know bugger all about nuclear physics. In fact, i know as much about it as i know about being happy :D (though that's not going to stop me writing a best seller book on the subject!)

Stone's fukushima story didn't have a lot of links either. But when i went searching, i found he was reporting them accurately. He also didn't have much in the way of content on his site i.e. previous stories. he seems to have a lot more now!

For a journalist, he has a rather 'juvenile' style which smacks of propaganda.

But for whatever reason, his story doesn't ring true to me.

A. Peasant said…
ok i still haven't run down those links but i saw this the other day:

Israel has returned nuclear waste from its Sorek nuclear reactor to the U.S., the head of Israel's Nuclear Energy Commission Dr Shaul Horev revealed on Monday.

Speaking at the International Atomic Energy Agency (IAEA) ministerial conference on nuclear safety in Vienna, Horev did not specify the exact amount of waste that had been returned, but according to estimates, Israel has sent back at least dozens of kilograms, probably more, of 93% enriched uranium, which was used to power the Sorek reactor.
The operation took place after Israel's Nuclear Energy Commission and the U.S. Department of Energy signed an agreement for the return of the nuclear waste over a year and a half ago. After the agreement was signed, an American ship collected nuclear waste from both Israel and Turkey.

The Sorek research reactor is a small five megawatt facility that was donated to Israel by the U.S. within the framework of former president David Eisenhower's "Atoms for Peace" program. Israel also received 93% enriched uranium to fuel the reactor. The reactor has remained under IAEA supervision for years.

The transfer was part of special U.S. government program to stop nuclear waste, which can be recycled and used to manufacture nuclear weapons from falling into the hands of terrorist organizations. The effort targets mainly eastern European countries and countries from the former Soviet Republic.

there's more over there.

i don't know how this factors into what Stone writes, but i am thinking that if the spent fuel was good for something, israel would keep it. ?

I think they forgot to add a bunch of that SLIME sealer to the aqua berm. Hey, it works good in lawn mower tires.

ABC news reported tonight that 3/4 of all US nuke plants have leaked tritium and that evacuation plans for the millions of people around them are fairly worthless. Basically they said you are on your own, just leave and keep your car windows rolled up.

You may have seen it but Oak Ridge is taking 1,000 tons of Germany’s low-level radioactive waste for incineration. Tennessee is the only state that allows commercial burning of radioactive waste.

I haven't found anything about Oak Ridge taking the Israeli waste but I wouldn't be surprised. The old running joke is that Oak Ridge glows in the dark. The radiation related cancer rate there has been confirmed to be abnormally high.

Just a few years ago our local mafia run landfill in Murfreesboro was found to be taking tons of low level radioactive waste from all over the country. This is right next to the Stones River, a source of drinking water. Laws were passed and it supposedly was stopped.

I guess my rambling point is that no one is safe from this shit and there's no place left to run to.

"Knowing that we had a RECORD snowpack this year, the ACoE should have opened the Missouri dam system up starting early in the spring so as to gently and gradually draw-down the reservoirs and give each dam system enough slack to absorb the snowpack runoff."

I'd never thought of that, but there's no arguing with this fact. The flooding was intentional. If more people knew about the technology that was out there that can manipulate the weather, boy would they be mad.

We can learn a lot from what happened with hurricane Katrina. After all, Pentagon official J. D. Crouch said that called that disaster "a good dry run" (!)

I think that storm was intentionally intensified and steered into N.O., and a lot of people agree with me. And as I recall, a guy with ties to the Jewish mafia and the Bushies, Judah Hertz, bought up 25% of New Orleans just before that city was "ethnically cleansed" by the hurricane. This link compares him with Larry Silverstein.
